Sacramento, California - Governor Edmund G. Brown Jr. today announced the following appointments:
Alicia Rabena-Amen, 48, of Stockton, has been reappointed to the Physical Therapy Board of California, where she has served since 2014. Rabena-Amen has been adjunct faculty at the University of the Pacific since 2014, a physical therapist at Infinity Care Services Inc. since 2011 and senior physical therapist at Kaiser South Sacramento since 1998. Rabena-Amen was a physical therapist at Lodi Memorial Hospital from 2007 to 2013. She earned a Master of Arts degree in physical therapy from Mount Saint Mary’s University. This position does not require Senate confirmation and the compensation is $100 per diem. Rabena-Amen is a Democrat.
Katarina Eleby, 27, of Long Beach, has been reappointed to the Physical Therapy Board of California, where she has served since 2013. Eleby has been manager of programs and operations at the African American Board Leadership Institute since 2012. She was executive co-chair at the California State University, Long Beach International Studies Student Association in 2011 and served as an intern in the Office of California State Assembly Speaker Karen Bass from 2010 to 2011. Eleby was a sales assistant at Salt and Pepper Sales from 2006 to 2012. She earned a Master of Arts degree in nonprofit management from Antioch University. This position does not require Senate confirmation and the compensation is $100 per diem. Eleby is a Democrat.
Stephen Phillips, 59, of Los Angeles, has been reappointed to the California Board of Psychology, where he has served since 2013. Phillips has been a clinical and criminal forensic psychologist in private practice since 2002, adjunct faculty and a clinical supervisor at the Wright Institute Los Angeles since 2001 and an adjunct instructor at Alliant International University, California School of Professional Psychology since 1999. He was a psychological assistant for Elaine Schulman, Ph.D. from 1981 to 2002, an attorney in private practice from 1981 to 2004 and held several positions at Shapiro, Posell, Rosenfeld and Close from 1985 to 1994, including managing partner, litigation department chairperson and associate. Phillips earned a Juris Doctor degree from the University of Chicago Law School and a Doctor of Psychology degree in clinical psychology from the Alliant International University, California School of Professional Psychology. This position does not require Senate confirmation and the compensation is $100 per diem. Phillips is a Democrat.
Elizabeth Connolly, 61, of Fair Oaks, has been reappointed to the California Board of Behavioral Sciences, where she has served since 2012. Connolly has been director at the El Dorado County Office of Education since 2014, where she has served in several positions since 1983, including principal, program specialist and school psychologist. Connolly has been a licensed educational psychologist in private practice since 1989. This position requires Senate confirmation and the compensation is $100 per diem. Connolly is a Democrat.
James Lally, 62, of Upland, has been reappointed to the Osteopathic Medical Board of California, where he has served since 2013. Lally has been president and chief medical officer at the Chino Valley Medical Center since 2004, a team physician for the U.S. Olympic Shooting Team since 1993 and owner at Inland Physicians' Services Inc. since 1992. He is a retired U.S. Army officer. Lally earned a Doctor of Osteopathic Medicine degree from the College of Osteopathic Medicine of the Pacific. Cheryl Waterhouse, 63, of Fresno has been reappointed to the California Veterinary Medical Board, where she has served since 2012. Waterhouse has been president and chief of staff at the Waterhouse Animal Hospital since 1995. Waterhouse was an associate veterinarian at Sierra View Animal Hospital from 1992 to 1995, at Leawood Plaza Animal Hospital from 1988 to 1991, at Altoona Veterinary Hospital from 1984 to 1987 and at the Animal Medical Center of Merle Hay from 1981 to 1984. Catherine Carlton, 49, of Menlo Park, has been reappointed to the California Board of Guide Dogs for the Blind, where she has served since 2013. Carlton has been a member of the Menlo Park City Council since 2012, serving as mayor in 2015. She has been a member of the Vista Center for the Blind and Visually Impaired since 2011 and state chair of the Junior Leagues of California State Public Affairs Committee since 2003. She was chair of the Menlo Charity Horse Show Auction from 2006 to 2011, North America managing director at SearchBank Executive Search from 2003 to 2005 and founder and managing director of the Asia Pacific Australia region at Digital Islands from 1993 to 2003. Carlton earned a Master of Business Administration degree from City University London, Sir John Cass Business School. Joan Patche, 65, of Sacramento, has been reappointed to the California State Board of Guide Dogs for the Blind, where she has served since 2015. Patche has been owner at Joni’s, since 1982. She was a teacher at Pacific Grove Adult Education from 1978 to 1981 and was a consultant at LightHouse for the Blind in 1978. She is chair of the California Council of the Blind Education Committee and of the California School for the Blind Advisory Committee.
