Sacramento, California - Governor Edmund G. Brown Jr. today announced the following appointments.
Kevin Kish, 38, of Los Angeles, has been appointed director of the Department of Fair Employment and Housing. Kish has been an adjunct professor of law at Loyola Law School, Los Angeles since 2012 and director of the Employment Rights Project at Bet Tzedek Legal Services since 2008, where he was a Skadden fellow from 2006 to 2008 and a Bet Tzedek fellow from 2004 to 2005. He was a law clerk at the U.S. District Court, Middle District of Alabama from 2005 to 2006. Kish is a member of the American Bar Association, Los Angeles County Bar Association and the California Employment Lawyers Association. He earned a Juris Doctor degree from Yale Law School. This position requires Senate confirmation and the compensation is $150,198. Kish is a Democrat.
Joan Keegan, 53, of Folsom, has been appointed chief deputy director at the California Department of Fair Employment and Housing. Keegan has served as assistant executive officer at the Sierra Nevada Conservancy since 2007. She was deputy director at the California Department of Technology Services Policy and Planning Division from 2006 to 2007 and served in several positions at the California Franchise Tax Board from 1992 to 2006, including director of the Corporate Planning Bureau, chief information security and privacy officer and senior operations specialist. Keegan was a senior policy and fiscal analyst at the Legislative Analyst’s Office from 1984 to 1992. This position does not require Senate confirmation and the compensation is $132,000. Keegan is a Democrat.
Alfredo Pedroza, 27, of Napa, has been appointed to represent the fourth district on the Napa County Board of Supervisors. Pedroza has been a member of the SAFE-BIDCO Board of Directors and an assistant vice president at Mechanics Bank since 2013 and a member of the Napa City Council since 2012. He was a branch manager at Redwood Credit Union from 2009 to 2013 and a personal banker at Bank of America from 2004 to 2009. Pedroza is vice president of the League of California Cities North Bay Division, vice chair of the Napa-Vallejo Waste Management Authority and a member of Clinic Ole Community Health, Aldea Children and Family Services and Community Action Napa Valley. This position does not require Senate confirmation and the compensation is $86,943.96. Pedroza is a Democrat.
Jay Lytton, 26, of Sherman Oaks, has been appointed to Area Board X of the California State Council on Developmental Disabilities. Lytton has been an independent disability advocate and consultant since 2008. He was a tutor for the North American Language and Culture Assistant Program through the Spanish Ministry of Education from 2010 to 2012. Lytton is a founder and co-chair of the Leadership and Organization Student Caucus at the University of Southern California School of Social Work and is a member of the Professional Child Development Associates Executive Advisory Board and the Alliance of California Autism Organizations. This position does not require Senate confirmation and there is no compensation. Lytton is a Democrat.
