Sacramento, California - Governor Edmund G. Brown Jr. today announced the following appointments:
Andrew Mills, 61, of Capitola, has been appointed to the Board of State and Community Corrections. Mills has served as chief of police at the Santa Cruz Police Department since 2017. He was chief of police at the Eureka Police Department from 2013 to 2017 and served in several positions at the San Diego Police Department from 1983 to 2013, including captain, lieutenant, sergeant and officer. This position requires Senate confirmation and there is no compensation. Mills is registered without party preference.
Richard Braziel, 58, of Truckee, has been reappointed to the California Commission on Peace Officer Standards and Training, where he has served since 2015. Braziel has served as the Sacramento County Inspector General since 2015 and has been an instructor at Humboldt State University since 2000 and an independent instructor and consultant since 1995. He served as chief of police at the Sacramento Police Department from 2008 to 2012, where he held several positions from 1979 to 2008, including deputy chief, patrol sergeant, patrol watch commander and captain. Braziel is an executive fellow at the Police Foundation and past president of the California Peace Officers’ Association. He earned a Master of Arts degree in security studies from the U.S. Naval Postgraduate School and a Master of Arts degree in communication studies from California State University, Sacramento. This position requires Senate confirmation and there is no compensation. Braziel is registered without party preference.
Robert Doyle, 71, of Novato, has been reappointed to the California Commission on Peace Officer Standards and Training, where he has served since 2012 and served from 2006 to 2011. Doyle has been sheriff of Marin County since 1996 and has served in several positions at the Marin County Sheriff’s Office since 1969, including undersheriff, captain and deputy sheriff. He served in the U.S. Army from 1966 to 1969. This position requires Senate confirmation and there is no compensation. Doyle is a Democrat.
Curtis Kelly, 60, of Vacaville, has been reappointed to the Prison Industry Board of Directors, where he has served since 2001 and served from 1995 to 1999. Kelly has been a district manager for the Northern California Carpenters Regional Council since 2005, where he was a business representative from 1988 to 2005. He was a carpenter for Carpenters Union Local 180 from 1977 to 1988. This position does not require Senate confirmation and there is no compensation. Kelly is a Democrat.
Michele Steeb, 50, of Gold River, has been reappointed to the Prison Industry Board of Directors, where she has served since 2012. Steeb has been chief executive officer at the Saint John’s Program for Real Change since 2007. She was vice president of public affairs at the California Chamber of Commerce from 2003 to 2007, chief executive officer at IBT Financial from 1997 to 2001 and political affairs manager for Congressman Tom Campbell from 1993 to 1996. This position does not require Senate confirmation and there is no compensation. Steeb is a Republican.
Lisa Barkett, 59, of San Diego, has been reappointed to the 22nd District Agricultural Association, San Diego County Fair Board of Directors, where she has served since 2011. Barkett was vice president at Merjan Financial Corporation from 1989 to 2013. She is a member of the University of Southern California Board of Trustees and the Rady Children’s Hospital Board of Trustees. Barkett earned a Juris Doctor degree from the Pepperdine University School of Law. This position does not require Senate confirmation and there is no compensation. Barkett is a Democrat.
Donald Mosier, 74, of Del Mar, has been appointed to the 22nd District Agricultural Association, San Diego County Fair Board of Directors. Mosier was a professor at the Scripps Research Institute from 1992 to 2016. He is Climate Action Plan facilitator for the City of Del Mar and a member of the Climate Action Campaign, Sandpiper Editorial Board, Del Mar Community Connections Board, American Society of Microbiology, American Society for Experimental Pathology, American Association of Immunologists and the American Association for the Advancement of Science. Mosier earned a Doctor of Medicine degree and a Doctor of Philosophy degree in medicine from the University of Chicago. This position does not require Senate confirmation and there is no compensation. Mosier is a Democrat.
Frederick Schenk, 65, of San Diego, has been reappointed to the 22nd District Agricultural Association, San Diego County Fair Board of Directors, where he has served since 2011. Schenk has been a partner at Casey Gerry Schenk Francavilla Blatt and Penfield since 1992, where he was an associate from 1983 to 1992. This position does not require Senate confirmation and there is no compensation. Schenk is a Democrat.
