Sacramento, California - Governor Edmund G. Brown Jr. today announced the following appointments:

Jenny Mae Phillips, 37, of Sacramento, has been appointed deputy director of legislative affairs at the California Department of Managed Health Care, where she has served in several positions since 2013, including senior attorney and acting deputy director of legislative affairs. She was an attorney at the California Managed Risk Medical Insurance Board from 2011 to 2013 and an attorney in private practice from 2008 to 2011. Phillips earned a Juris Doctor degree and a Master of Laws degree in public law and policy from the University of the Pacific, McGeorge School of Law. This position does not require Senate confirmation and the compensation is $118,128. Phillips is a Democrat.

Jacey Cooper, 33, of Bakersfield, has been appointed assistant deputy director of health care delivery systems at the California Department of Health Care Services. Cooper has been vice president at Meridian Healthcare Partners and vice president of administrative services at the Kern Medical Center since 2014. She held several positions at Kern Medical Center from 2010 to 2014, including special projects manager and executive director of managed care. Cooper was a senior project manager at COPE Health Solutions from 2009 to 2010 and held several positions at Marsh ClearSight LLC from 2005 to 2009, including quality assurance analyst and product manager. This position does not require Senate confirmation and the compensation is $128,436. Cooper is a Democrat.
