Sacramento, California - Governor Edmund G. Brown Jr. today announced the following appointments:
Cecily Harris, 56, of San Carlos, has been appointed to the California Boating and Waterways Commission. Harris has been a development consultant for the San Mateo County Department of Parks since 2012, where she was a financial services manager from 2006 to 2012, and has been a public agency consultant since 1988. Harris was a landscape architecture specialist for the City of San Mateo Parks and Recreation Department from 2000 to 2007, an executive director at the San Francisco Bay Wildlife Society from 1994 to 2000 and managing director at the Santa Clara Valley Audubon Society from 1990 to 1994. She is a member of the Midpeninsula Regional Open Space District Board of Directors. Harris earned a Master of Business Administration degree from Golden Gate University. This position requires Senate confirmation and the compensation is $100 per diem. Harris is a Democrat.
Meredith Biasca, 57, of Loleta, has been reappointed to the 9th District Agricultural Association, Redwood Acres Fair Board of Directors, where she has served since 2012. Biasca has been manager at Don’s Rent-All since 2005. She was manager at the Party Place from 1990 to 2005 and held several positions at Daly’s Department Store from 1974 to 1990, including assistant manager, accountant and marking room clerk. She is a member of the American Paint Horse Association, Pinto Horse Association, Humboldt Bay Horse Club, American Quarter Horse Association and the National Snaffle Bit Association. This position does not require Senate confirmation and there is no compensation. Biasca is a Republican.
Terry Coltra, 63, of Eureka, has been reappointed to the 9th District Agricultural Association, Redwood Acres Fair Board of Directors, where he has served since 2001. Coltra has held several positions at the Northern California Indian Development Council Inc. since 1984, including executive director and operations director. He was tribal administrative officer for the Hoopa Tribe and executive director at the Hoopa Manpower Program from 1981 to 1984 and an independent monitoring unit chief for Humboldt County from 1978 to 1981. Coltra is a member of the California Chamber of Commerce, Greater Eureka Chamber of Commerce, Friends of Redwood Acres and the Humboldt County Workforce Investment Board. This position does not require Senate confirmation and there is no compensation. Coltra is a Democrat.
Scott Downie, 73, of Fortuna, has been reappointed to the 9th District Agricultural Association, Redwood Acres Fair Board of Directors, where he has served since 2001. Downie served as senior environmental scientist and supervisor at the California Department of Fish and Wildlife from 1991 to 2013. He was owner and captain at FV Henrietta, a commercial fishing business, from 1977 to 1991. Downie is a member of the American Fisheries Society, Buckeye Conservancy and the Fortuna Sunrise Rotary Club. He earned a Master of Arts degree in humanities from California State University, Humboldt. This position does not require Senate confirmation and there is no compensation. Downie is a Democrat.
Pat Fulton, 68, of Bayside, has been appointed to the 9th District Agricultural Association, Redwood Acres Fair Board of Directors, where he has served since 2008. Fulton has been owner and manager at Fulton Trucking LLC since 2012 and at Pat Fulton Ranches since 1965. He is a member of the California Cattlemen’s Association. This position does not require Senate confirmation and there is no compensation. Fulton is a Republican.
Connie Stewart, 49, of Arcata, has been reappointed to the 9th District Agricultural Association, Redwood Acres Fair Board of Directors, where she has served since 2012. Stewart has been executive director at the California Center for Rural Policy at California State University, Humboldt since 2009. She was senior field representative in the Office of California State Assemblymember Patty Berg from 2002 to 2009 and a member of the Arcata City Council from 1996 to 2004, serving as mayor from 1999 to 2001. This position does not require Senate confirmation and there is no compensation. Stewart is a Democrat.
