Sacramento, California - Governor Edmund G. Brown Jr. today announced the following appointments.

James Greene, 63, of Sacramento, has been appointed deputy director of the Center for Health Statistics and Informatics at the California Department of Public Health. Greene has served as visiting clinical faculty and instructor of record at the University of California, Davis Health Informatics Graduate program since 2012. He was medical director of informational technology partnerships at the University of California, Davis Medical Center from 2012 to 2013 and chief medical director at TriHealth Physicians Practices from 2007 to 2010. Greene was medical director at the Bethesda Group Practice from 1993 to 2007, owner and operator at J. Edward Greene M.D. from 1990 to 1993 and vice president and medical director at Prudential Insurance Company of North America from 1987 to 1990. He was chairman at the Mercy Hospital of Pittsburgh Department of Family Medicine from 1986 to 1987 and medical director and chairman at the Health America Corporation of Kentucky Quality Assurance Committee from 1984 to 1987. Greene is a member of the American Medical Informatics Association, American Telemedicine Association, Healthcare Information and Management Systems Society, American College of Physician Executives, American Medical Association, American Academy of Family Physicians and the California Academy of Family Physicians. He earned a Doctor of Medicine degree from the Medical College of Ohio and a Master of Science degree in health informatics from the University of California, Davis. This position does not require Senate confirmation and the compensation is $170,004. Greene is registered without party preference.

Zackery Morazzini, 41, of West Sacramento, has been appointed director of the Office of Administrative Hearings at the California Department of General Services. Morazzini has served as general counsel at the California Fair Political Practices Commission since 2011. He served in several positions at the California Department of Justice from 2001 to 2011, including supervising deputy attorney general, deputy attorney general and graduate legal scholar. Morazzini was an attorney at Martinez and Kaminski from 2000 to 2001 and at the Pacific Legal Foundation from 1999 to 2000. He earned Master of Science in Law and Juris Doctor degrees from the University of the Pacific, McGeorge School of Law. This position requires Senate confirmation and the compensation is $152,904. Morazzini is a Republican.

Justin Paddock, 34, of Elk Grove, has been appointed chief of the Bureau of Electronic and Appliance Repair, Home Furnishings and Thermal Insulation at the California Department of Consumer Affairs, where he has been assistant deputy director of legislative and policy review since 2013 and served as a legislative analyst from 2010 to 2013. Paddock was an associate at Neasham and Kramer LLP in 2013 and an air pollution specialist at the California Air Resources Board from 2009 to 2010, where he served as a legislative analyst from 2007 to 2008. He was assistant to the legislative director at Conservation Strategy Group from 2006 to 2007. Paddock earned a Juris Doctor degree from the University of the Pacific, McGeorge School of Law. This position requires Senate confirmation and the compensation is $83,216. Paddock is a Democrat.

Anna Lembke, 47, of Palo Alto, has been appointed to the California Research Advisory Panel. Lembke has held several positions at the Stanford University School of Medicine Department of Psychiatry and Behavioral Sciences since 2000, including program director of the Stanford Addiction Medicine Program fellowship since 2013, chief of the Stanford Addiction Medicine Dual Diagnosis Clinic since 2012 and assistant professor since 2010. She earned a Doctor of Medicine degree from the Stanford University School of Medicine and is board certified in psychiatry and neurology and in addiction medicine. This position does not require Senate confirmation and there is no compensation. Lembke is registered without party preference.

Steve Dolim, 59, of Granite Bay, has been reappointed to the California Commission on Disability Access, where he has served since 2013. Dolim has been president of Stephen J. Dolim, Architect Inc. since 2005. He was vice president of shopping center management at Cordano Company Inc. from 2005 to 2008 and from 1991 to 1997 and was vice president and director of development at Catlin Properties Inc. from 1997 to 2008. Dolim was director of development at Roebbelen Land Company from 1988 to 1991, senior site development administrator for Mervyn’s Stores from 1982 to 1988 and project architect at Panko Sinclair Architects from 1978 to 1981. He is a founding member of the Certified Access Specialist Institute and is a member of the California Building Standards Commission Code Accessibility Committee. Dolim earned a Master of Business Administration degree from the University of California, Berkeley School of Business. This position requires Senate confirmation and the compensation is $100 per diem. Dolim is a Republican.

Chris Downey, 52, of Piedmont, has been reappointed to the California Commission on Disability Access, where he has served since 2013. Downey has been principal architect at Architecture for the Blind since 2009, and a lecturer at the University of California, Berkeley Department of Architecture since 2011. He was managing principal at Michelle Kaufmann Designs in 2008, founding partner at Ashdown Downey Architecture and Design from 2003 to 2007 and held several positions at Holt Hinshaw from 1993 to 2003. Downey is a member of the LightHouse for the Blind and Visually Impaired Board of Directors and the American Institute of Architects San Francisco Chapter. He earned a Master of Architecture degree from the University of California, Berkeley. This position requires Senate confirmation and the compensation is $100 per diem. Downey is a Democrat.

Jason Bush, 44, of Fresno, has been reappointed to the Carcinogen Identification Committee, where he has served since 2012. Bush has served as associate professor of cancer biology at California State University, Fresno since 2012, where he was assistant professor of cancer biology from 2006 to 2012. He was a post-doctoral fellow at the Sanford-Burnham Medical Research Institute from 2002 to 2006 and research assistant at the University of British Columbia from 1994 to 1997. Bush is a member of the American Association for Cancer Research, American Society for Cell Biology and the American Cancer Society Fresno Community Leadership Council. He earned a Master of Science degree in zoology and a Doctor of Biological Sciences degree in experimental medicine from the University of British Columbia. This position does not require Senate confirmation and there is no compensation. Bush is not registered to vote.

Shanaz Dairkee, 64, of Orinda, has been reappointed to the Carcinogen Identification Committee, where she has served since 2012. Dairkee has been a consulting professor for the Stanford University School of Medicine since 2011 and senior scientist at the California Pacific Medical Center since 1994. She is a member of the American Association for Cancer Research. Dairkee earned a Doctor of Philosophy degree in human genetics and development from Columbia University. This position does not require Senate confirmation and there is no compensation. Dairkee is a Democrat.

David Eastmond, 58, of Riverside, has been reappointed to the Carcinogen Identification Committee, where he has served since 1999. Eastmond has been department chair at the University of California, Riverside Department of Cell Biology and Neuroscience since 2008, where he has served as a professor since 1990. He is a member of the Environmental Mutagen Society and the Society of Toxicology and is a fellow at the Collegium Ramazzini. Eastmond earned a Master of Science degree in entomology from Brigham Young University and a Doctor of Philosophy degree in environmental health sciences from the University of California, Berkeley. This position does not require Senate confirmation and there is no compensation. Eastmond is a Democrat.
