Resolution 1540, among its other legally binding obligations, requires all States to prohibit non-State actors, including terrorists, from engaging in a range of activities related to nuclear, chemical, and biological weapons and their means of delivery, and to have controls for legitimate commercial and scientific activities that terrorists and other criminals might abuse for proliferation purposes.
