Sacramento, California - Governor Edmund G. Brown Jr. today announced the following appointments:

Spencer Kenner, 54, of Davis, has been appointed chief counsel at the California Department of Water Resources, where he has been assistant chief counsel since 2013 and was acting chief deputy in 2015 and senior staff counsel from 2008 to 2013. Kenner served as commission counsel at the California Water Commission from 2009 to 2011, staff counsel at the California Employment Training Panel from 2006 to 2008 and deputy general counsel at the California State Lottery from 1999 to 2006. He was court counsel at the Yolo County Superior Court from 1999 to 2000, staff attorney at Empower Yolo from 1997 to 1999, deputy district attorney at the Yolo County District Attorney’s Office in 1996 and senior associate at Downey Brand LLP from 1990 to 1996. Kenner earned a Juris Doctor degree from the Brigham Young University J. Reuben Clark Law School. This position does not require Senate confirmation and the compensation is $149,364. Spencer is registered without party preference.

Jessica Law, 35, of Sacramento, has been appointed coordinator of the Delta Stewardship Council’s Delta Plan Interagency Implementation Committee. Law has been owner and president at Jessica Law Consulting Inc. since 2013. She was project manager at Katz and Associates in 2013, urban and environmental planner at AECOM from 2010 to 2013 and associate planner at Mintier Harnish from 2007 to 2010. Law was a research assistant at the Pioneer Valley Planning Commission from 2006 to 2007 and at the University of Massachusetts, Amherst Center for Economic Development from 2005 to 2006. She earned a Master of Regional Planning degree from the University of Massachusetts, Amherst. This position does not require Senate confirmation and the compensation is $110,004. Law is a Democrat.

Lupe Jaime, 40, of Fresno, has been appointed to the First 5 California Children and Families Commission. Jaime has been director of early care and education at the Fresno County Office of Education since 2014. She was deputy director at the Central Valley Children’s Services Network from 2004 to 2014, an hourly program for infant and toddler care specialist at West Ed’s Partners for Quality Infant and Toddler Care from 2009 to 2014 and an adjunct child development instructor at Reedley Community College from 2008 to 2014. Jaime is a member of the National Association for the Education of Young Children, California Child Development Administrators Association and the Fresno Child Care and Development Local Planning Council. She earned a Master of Education degree in cross-cultural teaching from National University. This position does not require Senate confirmation and there is no compensation. Jaime is a Democrat.

Betty Gunn, 63, of Lancaster, has been appointed to the 50th District Agricultural Association, Antelope Valley Fair Board of Directors. Gunn was a configuration analyst at Northrop Grumman from 2008 to 2015, where she was a community relations representative from 2006 to 2008. Gunn was a teacher for the Lancaster School District from 1999 to 2006. She is a member of the Antelope Valley Republican Assembly Board of Directors. Gunn earned a Master of Education degree at National University. This position does not require Senate confirmation and there is no compensation. Gunn is a Republican.

Donita Winn, 65, of Lancaster, has been appointed to the 50th District Agricultural Association, Antelope Valley Fair Board of Directors. Winn served as a member of the Antelope Valley Union High School District Board of Trustees from 2002 to 2015. She is a director for the Los Angeles County Air Show and a historian at the Lancaster Education Foundation. This position does not require Senate confirmation and there is no compensation. Winn is registered without party preference.
