Sacramento, California - Governor Gavin Newsom Tuesday announced the following appointments:

Michael Sicilia, 60, of Sacramento, has been appointed Deputy Press Secretary for Juvenile Justice at the California Department of Corrections and Rehabilitation. He served as a public affairs strategist at the California State Teachers’ Retirement System from 2012 to 2019 and as assistant deputy director of the California Department of Public Health, Office of Public Affairs from 2009 to 2011. Sicilia was public affairs manager at the Governor’s Office of Emergency Services from 2003 to 2009 and deputy director of communications, broadcast and news media in the Office of Governor Gray Davis from 1999 to 2003. This position does not require Senate confirmation and the compensation is $115,008. Sicilia is a Democrat.

William Prezant, 72, of San Francisco, has been appointed to the California State Teachers’ Retirement Board. Prezant has been a partner at Prezant & Mollath since 1987. He was a member of the Hambrecht Partners Holding, LLC Board of Directors from 2014 to 2017 and director of Forward Management from 2005 to 2016. Prezant was a member of the Strategic Hotels and Resorts Board of Directors from 2006 to 2015. He earned a Juris Doctor degree from the Georgetown University Law Center. This position requires Senate confirmation and the compensation is $100 per diem. Prezant is a Democrat.

Tine Sloan, 54, of Santa Barbara, has been appointed to the California Commission on Teacher Credentialing. Sloan has served as an associate teaching professor at the University of California, Santa Barbara Gevirtz Graduate School of Education since 2012 and as faculty since 2000, where she was director of the teacher education program from 2005 to 2017. Sloan was a lecturer at the National Institute of Education in Singapore from 1996 to 1997 and a teacher at Lewis Avenue Elementary School in 1988. She is a member of the American Educational Research Association, the California Council on Teacher Education and the World Education Research Association. Sloan earned Master of Art and Doctor of Philosophy degrees in education from the University of California, Los Angeles. This position requires Senate confirmation and there is no compensation. Sloan is a Democrat.

Susan Bonilla, 58, of Sacramento, has been appointed to the California Alcoholic Beverage Control Appeals Board. Bonilla has served as California state director for the Council for a Strong America since 2017. She served as an Assemblymember in the California State Assembly from 2010 to 2016. Bonilla earned a Master of Education degree in educational leadership from Concordia University. This position requires Senate confirmation and the compensation is $25,500. Bonilla is a Democrat.

Edward Campbell, 80, of Ventura, has been appointed to the California Veterans Board. Campbell was an architect at USA Architects and Engineers from 1974 to 2014. He was a Senior Airman in the U.S. Air Force. This position requires Senate confirmation and the compensation is $100 per diem. Campbell is a Republican.
