Sacramento, California - Governor Gavin Newsom today announced the following appointments:

Julian Bond, 49, of Santa Clarita, has been appointed administrator of the Veterans Home of California, Ventura. Bond has been acting associate director and chief supply chain officer for the U.S. Department of Veterans Affairs, Greater Los Angeles Healthcare System since 2018. He was a colonel in the U.S. Army from 2014 to 2018, where he served in multiple positions from 1989 to 2014, including as installation commander, brigade commander, chief of sustainment and battalion commander with overseas and combat deployments, and has earned military awards including the legion of merit, bronze star medal and meritorious service medal. Bond is a member of the Veterans of Foreign Wars, National Eagle Scout Association and the National Association for the Advancement of Colored People. He earned a Master of Science degree in emergency and disaster management from Trident University International. This position does not require Senate confirmation and the compensation is $133,956. Bond is a Democrat.

Lisa Peake, 53, of Sacramento, has been appointed deputy administrator of the Veterans Home of California, Yountville. She served as deputy U.S. fiscal officer for the California Army National Guard from 2017 to 2019, and as commander for the California Military Department, Soldier Incentives Assistance Center from 2016 to 2019. Peake was chief of staff at the U.S. Central Command Deployment and Distribution Operations Center from 2015 to 2016, command logistics officer at the California Military Department from 2012 to 2016 and surface maintenance mechanics supervisor for the California Military Department from 1998 to 2012. She earned a Master of Business Administration degree from the University of La Verne and a Master of Science degree in strategic studies from the U.S. Army War College. This position does not require Senate confirmation and the compensation is $133,908. Peake is registered without party preference.

Harriet Richardson, 62, of University Place, WA, has been appointed inspector general of the Bay Area Rapid Transit. Richardson was city auditor for the City of Palo Alto from 2014 to 2019, auditor manager for the City of Berkeley Auditor’s Office from 2011 to 2014 and deputy director of audit at the Washington State Auditor’s Office in the Performance Audits Division from 2008 to 2011. She served as audit director for the City and County of San Francisco, Controller’s Office from 2005 to 2008 and was deputy internal auditor for the City of Atlanta Auditor’s Office from 2002 to 2005. Richardson earned a Master of Business Administration degree from City University of Seattle. This position does not require Senate confirmation and the compensation is $205,000. Richardson is a Democrat.

Elise Warren, 53, of Walnut Creek, has been appointed to the State 911 Advisory Board. Warren has been chief of police for the City of Clayton since 2018. She was assistant sheriff at the Contra Costa County Office of the Sheriff from 1990 to 2018. This position does not require Senate confirmation and there is no compensation. Warren is a Democrat.

Joanne Hayes-White, 55, of San Francisco, has been appointed to the Board of Pilot Commissioners for the Bays of San Francisco, San Pablo, and Suisun. Hayes-White was chief of the San Francisco Fire Department from 2004 to 2019, where she served in several positions from 1990 to 2004, including overseeing the Support Services Division, the Neighborhood Emergency Response Team Program and the Training Division and Dispatch Communication System. Hayes-White is a member of the Presidential Public Safety Officer Medal of Valor Review Board. This position requires Senate confirmation and the compensation is $600 per month. Hayes-White is a Democrat.

Oscar Prada, 51, Danville, has been appointed to the Board of Pilot Commissioners for the Bays of San Francisco, San Pablo, and Suisun. Prada has been a marine superintendent at Chevron Shipping Company since 2014, where he was a mariner from 1990 to 2014. He obtained his San Francisco pilotage in 2005 and was promoted to captain in 2007. He served as a member of the U.S. Naval Reserve from 1990 to 2002. This position requires Senate confirmation and there is no compensation. Prada is a Republican.

James Madaffer, 59, of San Diego, has been appointed to the Colorado River Board of California. Madaffer has been president of Madaffer Enterprises since 2009. He was publisher at Mission Publishing Group LLC from 1994 to 2014. Madaffer was a member of the San Diego City Council from 2000 to 2008. He served as chief of staff to San Diego City Council member Judy McCarty from 1993 to 2000. He is chair of the San Diego County Water Authority Board of Directors and a member of the Lambda Alpha International Land Economics Foundation and San Diego Rotary Club 33. This position does not require Senate confirmation and the compensation is $100 per diem. Madaffer is registered without party preference.

Inder Dosanjh, 59, of Livermore has been appointed to the New Motor Vehicle Board. Dosanjh has been president of California Automotive Group Inc. since 2002. This position does not require Senate confirmation and the compensation is $100 per diem. Dosanjh is a Republican.
