Sacramento, California - Governor Edmund G. Brown Jr. today announced the following appointments:

Raymond Madden, 50, of Imperial, has been appointed warden at California State Prison, Centinela, where he has been acting warden since 2014 and has served in several positions since 2010, including chief deputy warden and associate warden. Madden served in several positions at Calipatria State Prison from 1991 to 2010, including captain, lieutenant, sergeant and correctional officer. He was a correctional officer at Pelican Bay State Prison from 1990 to 1991 and served in the U.S. Marine Corps from 1983 to 1987. This position does not require Senate confirmation and the compensation is $143,604. Madden is registered without party preference.

Richard Olney, 56, of San Rafael, has been appointed to the State Interagency Coordinating Council on Early Intervention. Olney has been division chief of the Genetic Disease Screening Program at the California Department of Public Health since 2015. He was an associate professor and medical director at the Emory University School of Medicine’s Genetic Counseling Training Program from 2012 to 2015. Olney held several positions at the Centers for Disease Control and Prevention’s National Center on Birth Defects and Developmental Disabilities from 1991 to 2015, including pediatric genetics team leader and medical officer in the Birth Defects and Genetic Diseases Branch and the Epidemiology Program Office. Olney was a pediatric medical officer at the Gallup Indian Medical Center’s Navajo Area Indian Health Service from 1988 to 1991. He earned Doctor of Medicine and Master of Public Health degrees from the Northwestern University Feinberg School of Medicine. This position does not require Senate confirmation and there is no compensation. Olney is registered without party preference.
