Sacramento, California - Governor Edmund G. Brown Jr. today announced the following appointments.

Douglas M. Press, 50, of Berkeley, has been appointed general counsel at the California Health and Human Services Agency. Press has been chief counsel and deputy director at the California Department of Health Care Services since 2011. He served in several positions at the California Department of Justice, Office of the Attorney General from 1995 to 2011, including senior assistant attorney general, supervising deputy attorney general and deputy attorney general. Press was an associate at Gibbons and Conley from 1994 to 1995. He has been an adjunct professor at John F. Kennedy University since 2008 and was an adjunct professor at Saint Mary’s College School of Extended Education from 2000 to 2007. Press earned a Juris Doctor degree from the Boston University School of Law. This position does not require Senate confirmation and the compensation is $168, 324. Press is a Democrat.

Jesse Cuevas, 28, of Sacramento, has been appointed director of legislation and policy at the California Department of Pesticide Regulation. Cuevas has been legislative director in the Office of California State Assemblymember Henry T. Perea since 2010. He was campaign manager for Sacramento City Unified School District Board candidate Andrea Corso in 2010 and a student assistant at the California Department of Justice Bureau of Gambling Control from 2007 to 2009. This position does not require Senate confirmation and the compensation is $81,000. Cuevas is a Democrat.

Manuel Lauro Cons, 64, of Santa Monica, has been reappointed to the California State Rehabilitation Council, where he has served since 2014. Cons has been director of ResCare Workforce Services since 1998. He was assistant chief grants administrator at the City of Los Angeles Economic and Workforce Development Department, Workforce Development Division from 1997 to 1998, corporate regional director at the Center for Employment Training from 1991 to 1997 and served as an executive assistant in the Los Angeles Mayor’s Office from 1990 to 1991. Cons was a legislative analyst at the Los Angeles Chief Legislative Analyst’s Office from 1989 to 1990, a legislative assistant at the Los Angeles City Clerk’s Legislative Services Office from 1987 to 1989, a management analyst for the City of Los Angeles Community Development Department from 1986 to 1987 and an assistant in the Office of California State Assembly Speaker Willie Brown from 1983 to 1986. Cons is a member of the Los Angeles Latino Chamber of Commerce and the Catholic Charities of Los Angeles Inc. Archdiocesan Youth Employment Services Advisory Board. He earned a Master of Science degree in urban planning from Pepperdine University. This position does not require Senate confirmation and there is no compensation. Cons is a Democrat.

Marc Espino, 38, of San Diego, has been appointed to the California State Rehabilitation Council. Espino has been program director at Sycuan Inter-Tribal Vocational Rehabilitation since 2013 and director and owner at Marc Espino Counseling since 2008. He was a counselor for the Tohono O’odham Nation from 2007 to 2008 and an intensive in-home therapist for the Pascua Yaqui Tribe in 2006. Espino was a sales leader for Victoria’s Secret from 1996 to 2002. He is a member of the Consortia of Administrators for Native American Rehabilitation. Espino earned a Master of Science degree in counseling from the University of Phoenix. This position does not require Senate confirmation and there is no compensation. Espino is a Democrat.

Inez de Ocio, 35, of Visalia, has been appointed to the California State Rehabilitation Council. De Ocio has been senior vocational rehabilitation counselor, qualified rehabilitation professional at the California Department of Rehabilitation since 2012, where she was a rehabilitation counselor at the Bureau of Vocational Rehabilitation from 2006 to 2011 and a job developer in 2004. De Ocio was a rehabilitation counselor member at the Nevada State Rehabilitation Council from 2008 to 2010 and a vocational consultant at Vocational Designs Inc. from 2004 to 2005. She earned a Master of Science degree in rehabilitation counseling from California State University, Fresno. This position does not require Senate confirmation and there is no compensation. De Ocio is a Democrat.
