Sacramento, California - Governor Edmund G. Brown Jr. today announced the following appointments.

Neil McDowell, 44, of Blythe, has been appointed warden at Ironwood State Prison, where he has been acting warden since 2014 and has served in several positions since 1994, including chief deputy warden, captain, correctional counselor and correctional officer. He was associate warden at Chuckawalla Valley State Prison from 2009 to 2014 and a correctional officer at Eagle Mountain Community Correctional Facility from 1993 to 1994. This position does not require Senate confirmation and the compensation is $143,604. McDowell is a Republican.

Raythel Fisher, 48, of Hanford, has been appointed warden at Valley State Prison, Chowchilla, where he has served as acting warden since 2014. Fisher served in several positions at Pleasant Valley State Prison from 1994 to 2014, including chief deputy warden, associate warden, lieutenant and sergeant. He was a captain at the California Substance Abuse Treatment Facility, Corcoran from 2007 to 2010 and at Kern State Valley Prison from 2006 to 2007. Fisher was a correctional officer at North Kern State Prison from 1993 to 1994 and at California State Prison, Corcoran from 1988 to 1993. He served in the U.S. Navy from 1984 to 1988. This position does not require Senate confirmation and the compensation is $141,204. Fisher is a Democrat.

Kimberly Seibel, 50, of Chula Vista, has been appointed warden at Chuckawalla Valley State Prison, where she has been acting warden since 2015. Seibel served in several positions at the Richard J. Donovan Correctional Facility from 1999 to 2015, including chief deputy warden, associate warden, captain, lieutenant and sergeant. She was a correctional officer at California Correctional Institution, Tehachapi from 1994 to 1999 and an office assistant at the California State Prison, Sacramento from 1993 to 1994. This position does not require Senate confirmation and the compensation is $143,604. Seibel is a Democrat.

Dawn Davison, 58, of Rancho Cordova, has been appointed to the California Prison Industry Board of Directors. Davison has been an independent correctional consultant since 2014. She served as warden at the California Institution for Women, Corona from 2004 to 2009, where she was chief deputy warden from 2002 to 2004 and personnel supervisor from 1986 to 1993. Davison was an associate warden at California Rehabilitation Center, Norco from 2000 to 2002 and at California State Prison, Los Angeles County from 1997 to 2000. She was a correctional business manager at Calipatria State Prison from 1994 to 1997. Davison earned a Master of Science degree in counseling from California State University, Fullerton. This position does not require Senate confirmation and there is no compensation. Davison is a Democrat.
