Sacramento, California - Governor Edmund G. Brown Jr. today announced the following appointments.

Lynne Freeman, 54, of Sacramento, has been appointed to the California Capitol Area Committee. Freeman has been west coast regional director at the American Council for International Studies since 1992. She was a tour consultant at American Leadership Study Groups from 1989 to 1992, graduate assistant for communications studies at California State University, Sacramento from 1988 to 1990, public information officer at East Central University from 1984 to 1988 and news director and reporter at KTEN-TV from 1979 to 1984. This position does not require Senate confirmation and there is no compensation. Freeman is a Democrat.

Brian Holloway, 64, of Sacramento, has been appointed to the California Capitol Area Committee. Holloway has been president at Holloway Land Company since 1989. He was director of development at the Mansour Company from 1984 to 1989. This position does not require Senate confirmation and there is no compensation. Holloway is a Democrat.

Elizabeth Mathieson, 59, of Alameda, has been appointed to the California Board for Professional Engineers, Land Surveyors, and Geologists, where she has been a licensed expert in the Examination Development Unit since 2009. Mathieson has been a senior managing scientist at Exponent Failure Analysis Associates since 1999. She was a principal geologist at Terratech Inc. from 1997 to 1999, where she was a staff geologist from 1983 to 1997. Mathieson was a staff geologist at Cleary Consultants in 1983, an associate geologist at Kaiser Cement Corporation from 1981 to 1982, a geologist at William Cotton and Associates in 1980, a staff geologist at Jo Crosby and Associates in 1979 and served as a geologist for the U.S. Geological Survey in 1978. She is a member of the Association of Environmental and Engineering Geologists, Association for Women Geoscientists, Earthquake Engineering Research Institute, Northern California Chapter, Geological Society of America and the Alameda Architectural Preservation Society. Mathieson earned a Master of Science degree in engineering geology from Stanford University. This position does not require Senate confirmation and the compensation is $100 per diem. Mathieson is a Democrat.

William Jerry Silva, 51, of Upland, has been appointed to the California Board for Professional Engineers, Land Surveyors, and Geologists, where he has served since 2010. Silva has been reliability compliance manager at Southern California Edison since 2014, where he has held several positions since 1982, including senior project manager, strategic information manager, public affairs region manager, area manager and project engineer. He is a member of Hispanic 100. This position does not require Senate confirmation and the compensation is $100 per diem. Silva is a Republican.

Corey Lichtman, 38, of San Diego, has been reappointed to the California Board of Chiropractic Examiners, where he has served since 2014. Lichtman has been team chiropractor and medical coordinator for the San Diego Sockers since 2009 and owner and president of Lichtman Chiropractic Inc since 2006. He was a chiropractor at Corey Lichtman, DC from 2005 to 2006 and associate chiropractor at Reiley Chiropractic Inc. from 2003 to 2005. Lichtman earned a Doctor of Chiropractic degree from the Southern California University of Health Sciences. This position does not require Senate confirmation and the compensation is $100 per diem. Lichtman is registered without party preference.

Sean Sargeant, 44, of Murrieta, has been reappointed to the California Veterans Board, where he has served since 2014. Sargeant has been deputy probation officer at the Orange County Probation Department since 1997 and has been master sergeant in the U.S. Marine Corps since 2010, where he has served in several positions since 1988, including gunnery sergeant and staff sergeant. Sargeant is a member of the Veterans of Foreign Wars, Department of California. This position requires Senate confirmation and the compensation is $100 per diem. Sargeant is a Democrat.

Celia McGuinness, 50, of Oakland, has been appointed to the California Commission on Disability Access. McGuinness has been managing attorney at the Law Office of Paul L. Rein since 2009, where she was an associate from 2008 to 2009. She was a sole practitioner at the Law Office of Celia McGuinness from 1999 to 2008 and served as a deputy public defender at the San Francisco Public Defender’s Office from 1991 to 1997.  McGuinness was an adjunct legal writing and research instructor and a moot court instructor at the University of California, Hastings College of the Law from 2008 to 2010 and from 1994 to 1997, and was a visiting clinical professor at the University of San Francisco School of Law in 1998. She is a member of the Consumer Attorneys of California and the Alameda Contra Costa Trial Lawyers Association. McGuinness earned a Juris Doctor degree from the University of California, Hastings College of the Law. This position requires Senate confirmation and the compensation is $100 per diem. McGuinness is a Democrat.

Dara Schur, 61, of Berkeley, has been appointed to the California Fair Employment and Housing Council. Schur has been a director of litigation at Disability Rights California since 2002, where she was an attorney from 1996 to 1997. She was an attorney at the Western Center on Law and Poverty from 1991 to 2002 and at Legal Services of Northern California from 1994 to 1996. Schur was managing attorney of the Housing Unit at the Contra Costa Legal Services Foundation from 1986 to 1990, where she was interim co-director in 1989. Schur earned a Juris Doctor degree from the University of California, Berkeley School of Law. She is a member of the Impact Fund Board of Directors, Legal Aid Association of California Board of Directors, Policy Academy on Chronic Homelessness, California Department of Housing and Community Development Policy Advisory Board, Kehilla Community Synagogue, California State Parks Foundation, Fine Arts Museums of San Francisco, Sierra Club, Friends of the Boundary Waters Wilderness, American Civil Liberties Union and Parents, Families and Friends of Lesbians and Gays.
